National Legislative Yuan passed the Kinmen-Machu AnFu regulation, ordering the sale of tobacco and alcoholic beverages to be under central government control. Additionally this regulation was to be announced and enforced by the President. The Ministry of Finance thereby announced the commencement of the regulation for Kinmen and Machu areas.
Without changing retail prices, all of KKL's profits were to be paid to the national treasury, with 20 percent of the profits given back to the Kinmen area for local development .
